INTORDUCTION TO RATTAC TECHNOLOGIES:
Weapon Shield products are produced by Rattac Technologies, LLC. currently located in Tenino, WA. Rattac had a short-lived venture marketing high quality broach-cut stainless steel National Match pistol barrels for Glocks and Sigs in the early 2000’s. This venture was cut short due to family issues and supply chain problems.
Rattac was resurrected in February of 2023 as the vehicle for the reintroduction of Weapon Shield products and expansion into support and training segments yet to be introduced.
Rattac is a portmanteau formed by combining Rattler and Tactical. “Rattler” was the callsign of A Co. 3/47th Infantry Regiment (Motorized) that the founder Tom Spithaler served with for a large portion of his service in the U.S. Army Infantry. The Rattac name is an homage to those great men that served in 3/47 then, and now.

Rattac CEO – Tom Spithaler
Rattac’s CEO and founder is Tom Spithaler. Tom has been involved in the shooting, hunting and outdoor sports industry as long as he can remember. Growing up in western Pennsylvania, Tom has been an avid hunter, shooter, reloader and fisherman all his life. As a writer he has contributed to such publications as Blue Book of Gun Values, Survival Magazine, Predator Extreme Magazine, Pipes Magazine.com and a variety of other blogs, on-line and print publications.
Tom was also the founder of the Olympic Arms Owner’s Association, the official forum of Olympic Arms, Inc. and the original founder of the AR15 Hunters organization.
In his youth Tom was the Honor Graduate of the Butler County Jr. Conservation School in Butler County, PA (1982). He then attended the Pennsylvania State Conservation School at Penn State University and served as a volunteer with the Pennsylvania Game Commission, Pennsylvania Fish Commission, and the U.S Forestry Service. His contributions on ecology, hunting and fishing to his school newspaper won him several Awards from the Pennsylvania State Education Association.
Tom is a decorated combat veteran who served in Desert Storm as an infantry grenadier. During his service in the Infantry, he also was an M249 SAW Gunner, Rifleman and Team Leader. Scoring Expert with every combat weapons system he ever tested in, Tom furthered his weapons education by becoming a trained Unit Armorer and served as the Assistant Unit Armorer for A Co. 3/47 Infantry, and then Sr. Armorer for HHC 3/47 Infantry until his ETS in 1992.
Using his experience with the M16 platform and skills as a long-distance accuracy shooter, Tom was hired as the Sales and Marketing Director of Olympic Arms Inc., a worldwide provider of AR15 and M16 products. During his 23-year tenure with Olympic Arms he grew the annual sales from $1 million to as much as $14 million inking deals with every US Military branch, hundreds of Law Enforcement Agencies and dozens of foreign military and law enforcement units. He was the driving force behind the design and success of the Ultra CSR Counter-Sniper rifle offered by Olympic Arms and was fielded by many LE units across the nation.
His term with Olympic Arms is what reconnected Tom with George Fennell and Weapon Shield. Tom and George grew up in neighboring towns in western PA and went to rival High Schools. Tom knew of George’s work and became a Sales Representative for Weapon Shield helping to launch the products in the firearms industry and instrumental in getting Weapon Shield into distribution by MidwayUSA.
Tom is active in his community, leading a group teaching civics history and focused on educating the citizenry on their Constitutional Rights to free speech and the right to bear arms. Tom is an accomplished drummer, husband, father, amateur theologian, historian, and American Civil War enthusiast.
Tom’s Favorite cartridges are 10mm, .284 Winchester and .25-06.

In 1985, Dr. George C Fennell, a former scientist in Astronomy and Astrophysics doing consulting and contract work in advanced lubrication and surface Tribology, formulated a revolutionary metal treatment oil additive which can activate “ABF” (Advanced Boundary Film) through a proprietary and unique “electro-chemical ionization” (ECI) process. He has been known in the industry as the “Father of Advanced Boundary Film Lubrication and halogenation without corrosion”.
Based on ABF, a series of specialty lubricants were derived to meet the specific requirements of various purposes, which is so far to date, the most advanced formulas in lubrication and lubrication theory. In retrospective, his nearly half century research and development obviously embody the relentless pursuit of several generations of scientists from scratch to reality.
Over the years, since the official launch of Weapon Shield products, there have been tremendous aftermarket products trying to resemble Steel Shield, but due to its unique formula and advanced chemistry, none have been found even remotely successful. To this date, Dr. Fennell is still the leader and top expert in his field.
